It belongs to the Liberty County Development Authority. The Chamber of Commerce leases a small section from the LCDA (you can visit the Chamber's spaces by entering through the left side entrance door facing the side parking lot; the front entrance is strictly for the LCDA). The Chamber does not have control of the exterior, including the flagpole and missing flag referred to in the comment.
