Yes he did have an annual deficit surplus of approximately $260B when he left office in January 2000. However that was the result of his leadership ability to negotiate and triangulate the very best ideas of both parties. The breakthrough also happened while Newt Gingrich was Speaker of the House and Republicans had control of 2/3 of government; House and Senate from 95-00.
