City Can Do More Internally..

The city is grappling with another budget gap for the coming year, this is the third year in a row that I'm aware of that officials have faced a significant shortfall.

I've researched and assessed several plans to decrease property tax, hold the city accountable for the jobs they were hired to do and cut down on wasteful spending.


1. Department of Community Development-The City mission is to strengthen cities, towns and neighborhoods to enhance the quality of life of Hinesville residents. This Department task is to provide leadership, professional assistance and financial resources to promote safe, decent affordable housing opportunities, economic vitality of communities and sound municipal management.

How many grants has the city received to off-set cost over the past 2-3 years. This department could and should be self supporting..The city shouldn't have to cover those salaries because the department should seek funding from outside sources to cover salaries. If this department isn't securing grants, or other funding; some of the staff should be eliminated.

It's my understanding that the city has several grants where there paying staff internally to operate the day to day operations. The community has agencies that provide the same services and could use the funding to offset their cost and provide the same service. If the other agencies have staff in place the city wouldn't have to add to their payroll. Example- The City Homeless Programs. It's my understanding that the City has 3-4 people on their payroll to manage the day to day operations of the program; let the homeless coalition take over the day to day operations and this would allow -elimination of 3-4 positions.

There are several positions in the Department of Community Development that could be eliminated because their not securing funding and no funding means there's nothing to oversee or manage.

2. Company Cars-Why would anyone in Hinesville need a Company Car. Eliminating the cars would cut down on cost.

3.Privatizing the city’s water and waste water operations and asking for state aid (Department of Community Development).

The Homeless Coalition is a group of volunteers and not paid or reimbused in any way. Most, if not all, have employment elsewhere. So you would have them do two full time jobs without any compensation?

That's not true. Mos of them are volunteers but a small percentage of them operate some type of social service business. Also, the Faith based organization are providing the same resources on a daily basis; they put homeless in hotels, they assist with electric bills and provide food. Also, the Kirk healing Center provides shelter to the homeless as well...So some of their full time jobs is doing just that assisting the poor and homeless..

Excuse me but I sit on that board so I know that none of them are being compensated for thier time an energies. Yes, many of them are with social services like the Red Cross, some are with the school system and others are Pastors of various churches. They all have full time jobs but donate their time to this cause. You cannot expect them to take on two full time positions. As for Dr Kirk's organization, she has her hands full trying to keep her shelter doors open. She is not set up for famlies and the waiting list to get into her program is almost 6 months.

UP2 Sumptin Calm down...as I stated the money could off set some of their cost. I also stated that only a small percentage of them are providing direct service...slow down and listen to what I'm saying and what your saying..."Dr. Kirk's has her hands full trying to keep her shelter doors open" the money would off-set the cost allow her more flexibility and keep the doors open. It's my understand that Dr. Kirk and others are seeking grants/funding to keep there doors open and expand programs. "Volunteers"- you think that volunteers wouldn't welcome the chance to expand service...most of them are paying to help out of pocket...

UP2 I work hand and hand with the most of the providers in the community..I seek funding for them and refer people in need to their organizations. You may sit on a board but I'm on the ground making it happen. I've been fighting this fight for a long time (20) years..Working with at risk population is my passion.

UP2 I cant speak for you because I don't know you..I can only speak for myself...However, if it's your passion; we have found a common like...This blog is not about one issue in specific and I would like to keep focus on the topic "property tax"..Thanks for your service to our community as a board member to address homelessness as well as any other task you may have taken on to help eliminate homelessness and poverty. Let's move forward.

Politics, I agree with you that this problem should be addressed at the local level; however you fail to acknowledge that it hasn’t and can’t work at the Federal level!

JimmyMack, I remember when people of the black as well as the white communities were ashamed to ask the government for assistance.

They accepted assistance from the church and their neighbors and it (back in the day) crossed the racial divide.

Looks to me like you have profiled Funk.

You need not respond with some silly remark about your I Q dropping any more.

I for one will remain anonymous so long as any other participant is that way.

I would love to see the Courier launch another blog site which accepted comments from identified bloggers only.

I've had a number of people tell me that they don't follow this site because of anonymous participants.

I had to re-read the blog I posted over and over again because I thought I posted something to trigger the comments posted over the past few days...I'm confused-I don't know how we went from Property Tax to hate and racism...While, were on here going back and fourth about irrelevant issues; there raising our tax and who knows what else..I don't care what color you are if your man or woman; gay or straight; racist or a man of the cloth..I want to know if you want your property tax raised and if not what suggestions do you have to stop it; if any.
